I can see an immediate flaw in the plan here; there appears to be a café or bar on the first floor. Noise generated from same will be immediately complained about by the residents, who had previously been in search of vibrancy, a quiet kind of vibrancy, not the noisy vibrancy which generally involves other people and places to go.
