Can crabs read ? And if so , would they be able to work out for themselves the correct side of the rope on which this sign requires them to stay ?
Otherwise it is a bit of a head scratcher for non aquatic .

Harsh but necessary, some of the locals get carried away during the Running of the Crabs. Their behaviour is like a red rag to a blue crab and goring of participants by taunted and enraged Blue Swimmer claws is common. RIP 2000 winner ‘Raging Bull.’ He fed many.
