I understand your confusion …. I too saw the City of Swan wandering around with the horsie in Bullsbrook and nearly reported them. Still, I’m kinda surprised the city now plans to put the poor animal down – they seemed pretty chummy to me. No wonder they couldn’t reply to your query with a straight answer.
