Had the same Nearmaps issue but got it working OK the other day. Per keatster’s remark there is a private user option for which you don’t need an account. If you still have dramas give an anonymous proxy a try, e.g. anonymouse.org – should get you around the IP thing unless the common proxies are all blocked.
The pole and kerbing issues are pure arse.
