The boring answer is that Thomas Alfred Shafto (b. Hartlepool 1864, d. London 1930) was a City of Perth councillor, failed mayoral candidate, and owner of the Shaftsbury Hotel and Shaftsbury Theatre (later renamed the Luxor).
The interesting answer is… oh wait, there isn’t one.

So a man who dresses as a monkey gets elected mayor of Hartlepool. While Cr Shafto, who did not dress as a monkey, did not get elected as mayor of Perth. There is a lesson in there for us all, children.
(I have a meeting at the City of Perth this afternoon. I will enquire how many of our mayors have dressed in amusing costumes.)
