I can see an immediate flaw in the plan here; there appears to be a café or bar on the first floor. Noise generated from same will be immediately complained about by the residents, who had previously been in search of vibrancy, a quiet kind of vibrancy, not the noisy vibrancy which generally involves other people and places to go. After they’ve successfully petitioned to close the bar or café on their own premises, they will set their sights on the Bayswater Hotel.
